LYNCHBURG, VA—The Central Virginia Planning District Commission (CVPDC), Central Virginia Transportation Organization (CVTPO), and local stakeholders adopted the Central Virginia Safety Action Plan – Safe Streets for All (CVSAP) on November 20, 2025.
Between 2018 and 2023, 220 people were killed, and 1,680 people were seriously injured as a result of roadway crashes. Funded through a USDOT Safe Streets for All (SS4A) grant, this plan identifies implementable solutions, using the Safe System Approach, to reduce fatal and serious injuries for all transportation users along Central Virginia’s roadways.
The plan analyzes local crash data and community input through public hearings and survey responses to outline strategies. It identifies implementable strategies designed to improve safety for four key user groups: pedestrians, bicyclists, motorcyclists, and vehicle drivers/operators.
“Central Virginia local governments are to be commended for their commitments to the safety of the traveling public. The adopted plan not only identifies innovative solutions but also positions our communities for resources for implementation,” said Alec Brebner, Executive Director of the CVPDC.
As the plan moves to the implementation stage, CVPDC will assume leadership in the annual monitoring and updating of the Regional Safety Action Plan. Long-term goals include reducing traffic deaths and severe injuries on streets within the region by 2045.
The CVPDC houses the CVTPO, which is Central Virginia’s federally designated transportation planning organization. Local elected officials and representatives convene the CVTPO to coordinate and collaborate on transportation policies, priorities, and plans.
