LYNCHBURG, Va. — October 6, 2026 — The Central Virginia Planning District Commission (CVPDC) will host the Central Virginia Regional Housing Policy Workshop on Wednesday, October 28, from 9 a.m. to 1 p.m. at 300 Lucado Place in Lynchburg.
The half-day workshop will bring together municipal officials, planning departments, commissioners, zoning officials, and others to examine the policies and practices shaping housing development, affordability and supply across Central Virginia.

Participants will receive an overview of recently passed housing legislation in Virginia, while taking a practical, solutions-oriented approach to identifying and addressing regulatory barriers to housing development.
“We are excited to bring another housing education opportunity to our region that will help municipal officials, planning and zoning professionals, and other local leaders better understand the policies and practices that can support more housing options in our communities,” said Jefrado Granger, Community Development Planner at CVPDC.
Sessions will focus on the housing development landscape and market challenges facing communities, regulatory and policy barriers, small-scale and more. Each session will include opportunities for discussion, collaborative problem-solving and the development of location-specific action plans.
Featured speakers include:
- Aaron Lubeck, designer and builder with the Incremental Development Alliance.
- Sheila Herlihy Hennessee, director of Faith Organizing at the Virginia Interfaith Center for Public Policy.
- Lyle Solla-Yates, planner and educator who serves on the Charlottesville Planning Commission and works and teaches about zoning and urban planning at the University of Virginia School of Architecture.
The Central Virginia Regional Housing Policy Workshop, in partnership with the Lynchburg Regional Business Alliance and Incremental Development Alliance, is presented by the CVPDC, with Virginia Housing serving as the premier sponsor.
Continental breakfast, refreshments and lunch are included with registration. The event is open to the public.
