The CVPDC, in coordination with area localities and local stakeholders, has completed a regional document that presents strategies to increase resilience, or the ability to withstand, adapt, and recover from impacts of flooding, as well as extreme heat, in human life, properties, and infrastructure in the region. The CVDPC Flood Resilience Plan, with adoption, enables member localities to apply to the Community Flood Preparedness Fund (CFPF) program funding to implement flood mitigation activities as well as capacity building and mitigation studies. 

The Central Virginia Planning District Commission (CVPDC) is pleased to present the CVPDC Flood Resilience Plan, a regional document that presents strategies to increase resiliency, or the ability to better withstand, adapt, and recover, from the impacts of flooding, as well as extreme heat, on human life, properties, and infrastructure in the region. The CVPDC adopted the regional resiliency plan on September 19, 2024. 

The CVPDC Flood Resilience Plan presents an inventory of existing conditions and a matrix of strategies and recommendations tailored to the unique needs and expressed priority goals of each of the ten (10) CVPDC member localities, Amherst, Appomattox, Bedford and Campbell counties, the towns of Altavista, Amherst, Appomattox, Bedford and Brookneal, and the City of Lynchburg. The CVPDC, as the regional planning agency, serves to coordinate, support implementation elements, and monitor advancement.

Funding for the CVPDC Flood Resilience Plan was made possible through a $54,000 Virginia Community Flood Preparedness Fund (CFPF) grant from the Virginia Department of Conservation and Recreation (DCR) for the purpose of inventorying and evaluating areas prone to stormwater and extreme heat impacts and to develop strategies to mitigate impacts, especially in vulnerable neighborhoods and areas of the region. The Berkley Group consultant firm was hired to lead the project and develop, in coordination with local stakeholders, the flood and heat resilience plan. 

The Virginia Resources Authority (VRA) partners with DCR in administering the CFPF. The CFPF provides financial assistance to localities to reduce the impacts of flooding in the Commonwealth, with a focus of supporting local, state and federal floodplain management standards, resilience plans, and the Virginia Coastal Resilience Master Plan.
